Two things are called a WhatsApp QR code, and only one of them ages well

Questions

Why does a WhatsApp code open the chat in one tap when a contact card opens a page?

Because wa.me is an https address the phone already knows how to hand to WhatsApp, so the scan is answered with a redirect straight to it. A contact card is data the phone has to display and offer to save, so it lands on a page first.

Can one printed code reach a different WhatsApp number in each country?

Yes. A country rule on a dynamic code sends each scan to the number you chose for that market. Country is read from the connecting address on the scan itself and is never stored against a person.

Do I pay more for a WhatsApp kind than for a plain link?

What happens to the printed code if I move to a different number?
